In a major boost to Gujarat’s economic and industrial landscape, Chief Minister Bhupendra Patel has announced the Gujarat Global Capability Centre (GCC) Policy 2025-30 at GIFT City, Gandhinagar. This policy aims to establish Gujarat as a preferred hub for Global Capability Centres (GCCs), reinforcing the state’s reputation for policy-driven economic growth and innovation.

Chief Minister Bhupendra Patel emphasized that under the leadership of Prime Minister Narendra Modi, Gujarat has adopted a policy-driven approach to foster a business-friendly environment. The state has already introduced multiple sector-specific policies, including the Semiconductor Policy, Green Hydrogen Policy, IT and ITeS Policy, and Renewable Energy Policy, which have significantly contributed to its industrial growth.

What is a Global Capability Centre (GCC)?

Global Capability Centres (GCCs) are specialized units set up by multinational corporations (MNCs) to centralize various business functions, including technology, finance, analytics, engineering, and research & development. Originally designed as cost-saving centers, GCCs have evolved into strategic hubs driving digital transformation, innovation, and business resilience. India has emerged as a global leader in the GCC ecosystem, thanks to its skilled workforce and progressive policy framework.

Key Highlights of Gujarat’s GCC Policy

Under the newly unveiled GCC policy, the Gujarat government is targeting the establishment of at least 250 new GCC units across the state, generating more than 50,000 employment opportunities. With a projected investment of over ₹10,000 crore, the policy offers various incentives to attract businesses and ensure sustained growth in the sector.

Some of the major provisions of the Gujarat GCC Policy include:

  • Financial Assistance: Capital expenditure (CAPEX) assistance of up to ₹50 crore for units with a Gross Fixed Capital Investment (GFCI) below ₹250 crore and up to ₹200 crore for those exceeding ₹250 crore.
  • Operational Support: Operational expenditure (OPEX) assistance of up to ₹20 crore for smaller units and up to ₹40 crore for larger units.
  • Employment Incentives: One-time assistance covering 50% of one month’s Cost-to-Company (CTC) for newly recruited local employees retained for at least one year, with up to ₹50,000 for male employees and ₹60,000 for female employees.
  • Interest Subsidies: A 7% interest subsidy on term loans under the Special Incentive Policy, capped at ₹1 crore.
  • Provident Fund Reimbursement: Employer’s statutory Employee Provident Fund (EPF) contribution covered up to 100% for female employees and 75% for male employees under the Atmanirbhar Gujarat Rojgar Sahay Yojana.
  • Electricity Duty Waiver: Full reimbursement of electricity duty paid to the Government of Gujarat.
  • Skill Development Support: Up to 50% reimbursement of course fees for working professionals and up to 75% for undergraduate and graduate students.
  • Certification Assistance: Financial support covering up to 80% of quality certification costs, subject to a maximum of ₹10 lakh.

The introduction of the GCC policy aligns with Gujarat’s vision of becoming a major hub for knowledge-based industries, fostering job creation and skill development. By strengthening infrastructure, improving connectivity, and promoting digital transformation, the state is positioning itself as a global business destination.

The policy is expected to complement the initiatives outlined in the Union Budget and contribute to India’s broader vision of ‘Viksit Bharat@2047’ by enhancing employment opportunities in smaller cities and towns.
